History of COE

Homeland Security since September 11th.


In October 1999, Governor Gary Locke instructed the state's Emergency Management Council and the Washington Military Department to form a Committee on Terrorism to develop and recommend statewide strategies that address threats and acts of terrorism through mitigation, preparedness, response, and recovery activities. The Committee has since been renamed the Committee on Homeland Security.

There are several subcommittees of this committee. Pierce College District has been actively involved with the Training Subcommittee for the last couple of years. One of its objectives is to provide effective and comprehensive education for all emergency responders to nationally recognized standards by developing a multi-discipline training capability for statewide emergency responders training, certification, and credentialing.

The State Board for Community and Technical Colleges has entered into a contract with the Washington Military Department's Emergency Management Division to establish and conduct online chemical, biological, radiological, nuclear, and explosive (CBRNE) awareness level training courses for state and local responders.

The State Board for Community and Technical Colleges will serve as the primary contact with the Washington Military Department and work with colleges to develop and implement no less than five online awareness level training courses that meet the emergency responder guidelines established by the Department of Homeland Security.

These courses will focus on Weapons of Mass Destruction (WMD), Operational Security (OpSec), Decontamination (Decon), Incident Command System (ICS), and Personal Protective Equipment (PPE).

Under this contract, Washington OnLine (WAOL) will provide courseware hosting through March 2005, or until regional support for continuance of the program is attained. The contract expires April 30, 2005.
