Emergency Management Institute (EMI)

The Emergency Management Institute (EMI) is located in Emmitsburg, Maryland, and offers a variety of emergency management related courses on site and also through distance learning. The distance learning courses are self-paced courses designed for people who have emergency management responsibilities and the general public. All are offered free-of-charge to those who qualify for enrollment. In addition, they also maintain a data base of colleges that offer programs in emergency management, homeland security and related programs.

National Academic Consortia at the Ohio State University

The National Academic Consortium for Homeland Security comprises public and private academic institutions engaged in scientific research, technology development and transition, education and training, and service programs concerned with current and future U.S. national security challenges, issues, problems and solutions, at home and around the world. This is a site geared more towards four-year institutions, but there are several community and technical college members. Unfortunately, the link provided only takes you to the institutional home page, so the user must still search from the home page for the requested information. Auburn University

Animal Agriculture Biosecurity Program

This program is made available to government agencies including intelligence gathering agencies, federal, state, county and local law enforcement agencies. The program provides expertise in the area of commercial agriculture, animal production, processing and transportation. Specific expertise is also available in the area of bio terrorist threat analysis, detection, response, mitigation and containment planning and mobilization.

Focus Area: Critical Infrastructure Protection

Animal Agriculture Defense Training Program

This training/outreach program is located in the Department of Poultry Science and provides training and educational resources in two areas including: 1) Security Analysis and Risk Assessment Programs for animal production and processing operations, 2) Operations Security (OPSEC) for animal production and processing operations. The program is available to personnel in government agencies and commercial animal agriculture.

Community College of the Air Force

Take courses in explosives handling and disposal. Courses range from identifying explosives, both nuclear and non-nuclear, to wartime contingency operations and establishing convoys. Courses are also made available in the area of medical readiness. In case of large-scale disasters, students are trained to conduct field medical facilities and are also taught removal and neutralization of nuclear, biological, and chemical agents (NBC) on wartime casualties before seeking medical assistance. Herzing College

Homeland Security & Public Safety Bachelor of Science

Herzing College, Birmingham, Alabama offers a Homeland Security and Public Safety Bachelor of Science degree. The program is designed to prepare students with the necessary skills and academic knowledge to enter the workforce in a variety of law enforcement, fire service and private sector professions.

Students completing the Homeland Security and Public Safety Bachelor of Science degree program will be prepared for career opportunities in public safety, security, government, diplomatic security, and border patrol.

Herzing College offers the program presently as classroom based and gives transfer credits from the police academy, Fire College, and the corrections academy for those students currently working in the field.

Jacksonville State University offers a Bachelor of Science (B.S.) in Emergency Management. The degree program is designed to prepare students for emergency management careers in the public, private, and voluntary sectors. The interdisciplinary curriculum blends theoretical perspectives with professional practice, and emphasizes application of knowledge to practice settings.

Minor in Homeland Security

Receive a minor in Homeland Security, which consists of 18 hours of emergency management courses and fifteen hours of EM/PST courses.

Graduate degree in Emergency Management

James H. Faulkner State Community College

The North Slope Training Cooperative (NSTC) is a co-operative effort between Alaska Pipeline Service Company (TAPS), British Petroleum Exploration, Alaska ) Inc. (BPXA), ConocoPhilips Alaska, Inc. (CPAI), and their respective Alliance of Contractor companies.

The NSTC goal is to develop and maintain high quality, standardized health, safety and environmental training programs to serve the Alaska workforce. NTSC; training is also recognized by MAPCO, Tesoro, Williams, and other Alaska-based operators.

Bachelor of Science in Emergency Administration & Management

The program is designed “to educate students and in-service emergency management providers about the human and physical consequences of natural and technological disasters and how to mitigate them.” The degree is now completely online and can be obtained over the Internet and accessed from any site nationally as well as internationally.

The program addresses competencies required of governmental emergency management professionals, with specific emphasis on emergency response agencies, i.e., fire, law enforcement, emergency medical services, offices of emergency services; and specific agencies such as the Red Cross and other groups providing on-site emergency response. In addition, special courses are available which support emergency management concerns of the business and industry communities.

The Division of Extended Education offers the Certificate in Emergency Management. Private and public sector emergency managers or aspirants are encouraged to participate.

The program helps develop planning, management and communication skills for leadership in emergency situations. Courses are taught evenings and weekends by University faculty and local area emergency management experts. An Associate of Arts (A.A.) or Associate of Science (A.S.) degree or equivalent is required for entrance into the program.

Security Education Center (UConn) is offering a Masters in Professional Studies degree in Homeland Security Leadership through its College of Continuing Studies.

UConn has recently signed a multi-year articulation agreement with the Naval Postgraduate School (NPS) that will provide UConn faculty access to all course materials developed for NPS's Masters of Arts program in Homeland Security, a program sponsored by the Department of Homeland Security Office for Domestic Preparedness.

The curriculum is structured around the key policy and organizational design problems that future Homeland Security leaders are likely to confront, and the analytic skills they will need to meet those challenges. Each course in the curriculum requires students to master the core issues, principles and problem-solving approaches for the topic in question and apply those fundamentals to the specific challenges confronting their own jurisdictions or sponsoring organizations.

The Homeland Security Institute at Purdue University is investigating the development of a homeland security curriculum, offering an area of specialization in Homeland Security. The concept is being explored at three different degree levels: BS, MS, and Ph.D.

The UNLV Institute for Security Studies (ISS) responding to the Nevada Legislature mandated educational experience for healthcare professionals relating to nuclear, biological, incendiary, chemical and explosive medical responses is sponsoring this workshop on, Weapons of Mass Destruction: The Health Care Professional's Response.

Community Preparedness & Disaster Management

Community Preparedness and Disaster Management have expanded their programs. They currently offer a certificate program in Disaster Management offered each January and July. The program will also offer a Homeland Security variant that began in April of 2005.

Also in planning stages is a Bachelor of Science in Disaster Management. Going along with the Bachelors in Disaster Management, a Master's degree is also being planned. At the Master's level, students will specialize in one of three areas: Disaster Management, Business Continuity, or Homeland Security.

A graduate from this program will be suited to be a Fire Chief, Police Chief, Supervisor or Department Head in Emergency Management or a leader at FEMA or in the private sector. The University of Findlay, Center for Terrorism Preparedness is offering Terrorism Preparedness Training Courses. The proposed programs, the first of its kind in the nation, will supply skilled professionals in Bio defense to the public and private sector. The main objective of the graduate programs will be to train students in the area of Bio defense in academia, industry, and government.

This program is an entry-level curriculum designed to prepare students for opportunities in criminal investigation and security. As more resources are dedicated to homeland security, career opportunities are growing in fields such as fingerprint verification and authentication; this is especially true for individuals skilled in the latest technologies who possess valuable research and troubleshooting skills.

Clark College currently offers a 24-hour introductory course in Computer Forensics. This introductory course is meant for those without any previous experience in the discipline.  The student will be introduced to basic forensic concepts and the course will culminate with each student conducting a forensic investigation of a floppy disk and hard drive. Who should take this class?  Anyone in an information technology related field:  new security personnel, IT security officers, security professionals, security auditors, network engineers, network administrators, troubleshooters and technicians. Appropriate for anyone interested in network security—technical CEO's and law enforcement as well.

Clover Park Technical College

Emergency Management

Emergency Management course work prepares a student to make decisions, problem solve, communicate effectively, and coordinate all sources necessary for preparedness, mitigation, response and recovery/continuity for any possible disaster.

This program will assist the student in preparing for a position with public or private sector agencies and organizations responsible for preparedness planning and managing of any type of life-threatening or property-threatening incident or disaster.

Edmonds Community College

Edmonds Community College offers a series of online classes including Incident Command, Worker Safety for Disaster Response, Introduction to Mass Fatalities, and Emergency Response to Terrorism through the college's Business and Training Center . In addition the college also offers a 40-credit Computer Information Systems Network Security Specialist Certificate program.

Lake Washington Technical College

Lake Washington Technical College offers an Associate of Applied Science Degree in Computer Forensics and Security, a Security Specialist Option Certificate and a Forensics Specialist Option Certificate. The Computer Forensics and Security Program is designed to provide students with the skills to collect, preserve, analyze and present digital evidence. Students will learn how to investigate cyber crime, recover data, and setup network sniffers and observation traps, working with current forensics tools to perform these tasks. Students will enhance their computer skills to assist in network design, security implementation and forensics investigations.

Pierce College

Pierce College has been designated as a Center of Excellence for Homeland Security. The Center is an initiative involving a coalition of the 34 community and technical colleges, public agencies, and private sector organizations dedicated to delivering dynamic domestic preparedness training statewide. Acting as a hub, the COE will be responsible for facilitating and coordinating the Washington State Community and Technical College system's homeland security initiatives. The purpose is to ensure Washington State first responders from eleven industry disciplines, are prepared and fully qualified for responding to a Weapons of Mass Destruction terrorism event. (2) The Center is also overseeing a Skills Panel project funded by the Washington State Workforce Training and Education Coordinating Board. This project is designed to identify current and emerging education and training programs (and gaps) in Homeland Security and related disciplines. (3) The Homeland Security Institute, funded by the State Board of Community and Technical Colleges (SBCTC) is housed at Pierce College . The Institute is a stand-alone organization, not aligned with any agency. It will facilitate and coordinate a training program throughout all the emergency response disciplines (law enforcement, fire services, 9-1-1 , Washington Military Department, emergency management, public health, hospital, public utilities, public ports, Department of Transportation, public officials and others). It will provide a coordination structure to ensure training meets national standards and is applicable to the Washington State emergency response community. It will lead to less training duplication and help responders meet realistic competency-based, national standards.

Skagit Valley College

Skagit Valley College offers training in law enforcement, and offers a Parks Law Enforcement Academy , which has some focus specifically on Homeland Security. Graduates of this program receive 30-quarter credits and a certificate of program completion, provisional completion documentation and/or modular certification. Graduates of the Parks Law Enforcement Academy will gain a competitive edge in seeking jobs with the various agencies in the law enforcement community. University of Washington

The Department of Urban Design and Planning offers a Masters in Strategic Planning for Critical Infrastructures. Also offered is a Leadership Program for Homeland Security, which is a fully accredited masters program for leaders in charge of protecting critical infrastructures and emergency services. Developed for officials in public and private infrastructure systems, emergency services. Developed for officials in public and private infrastructure systems, emergency management and homeland security. Developed in partnership with the Washington State National Guard, this online graduate program is designed to train managers in the strategic decision-making required to prevent and counter threats to the country's critical infrastructure and public health. A blend of strategic planning and systems theory, this program follows a distinctive analytic approach different from the conventional emergency management approach to hazards. Critical systems can be attacked through various means at different points within the system. The analytic approach characteristic of this program seeks to make the critical infrastructures more resilient to breakdown, whether caused by terrorist acts, natural hazards, or normal accidents. The approach begins with a systems analysis, to include both process and information flows, and analyses of the system's environment, resources and management.

The George Washington University Department of Engineering Management and Systems Engineering, supported by the GWU Institute for Crisis, Disaster, and Risk Management offers a Graduate Certificate in Homeland Security Emergency Preparedness and Response.   The 18-credit-hour (6 course) graduate certificate program is designed to provide an interdisciplinary graduate education for persons engaged in or seeking professional careers in crisis, disaster, and emergency management in the public, private and not-for-profit sectors. A Master of Science degree and Doctor of Science degree with a concentration in Crisis, Emergency and Risk Management are also offered (please see the description in the Doctoral and Master's Degrees sections). Individuals may apply for the graduate certificate program by completing and submitting the GWU Graduate Admissions Application and supporting information. Application requirements for a graduate certificate program are the same as for the Master of Science in Engineering Management and Systems Engineering degree. 

Naval Postgraduate School, Homeland Security Master of Arts Program

The U.S. Department of Homeland Security's Office for Domestic Preparedness is partnering with the Naval Postgraduate School to offer a Homeland Security Master of Arts program for local, state, and federal government officials (civilian and military) with responsibilities in Homeland Security.  The purpose of the program is:

This degree focuses on an interdisciplinary set of topics in the graduate discipline of homeland security. American Public University System (APUS) offers a Certificate in Weapons of Mass Destruction Preparedness (WMD), an AS degree with a concentration in Explosives Ordinance Disposal, an AS degree in General Studies with a focus on Counter terrorism Fundamentals, a BS Degree in Emergency and Disaster Management, a BA and MA in Homeland Security, MA in Emergency and Disaster Management, MA in National Security Studies, and a MA in Strategic Intelligence. A five course, 15 credit, lower level undergraduate certificate developed at the request of the DOJ Center for Domestic Preparedness. This is also a prerequisite for the BA in Homeland Security. A standard associate degree program with Concentration Explosive Ordnance Disposal related disciplines. A full Associates degree program with a concentration in Counter terrorism fundamentals is also offered.

Fairmont State Community & Technical College

Associate in Applied Science Degree in Homeland Security

Fairmont State Community and Technical College is now offering Associate in Applied Science degrees in Homeland Security. In this unique program, students complete a basic core curriculum as well as one of four tracks: Aviation, Criminal Justice, Emergency Medical Service or Safety. This curriculum will allow a student to complete the degree in two years. Students must be admitted to the program in order to enroll in the specific homeland security courses. This process involves a background investigation as well as proof of U.S. citizenship. Students additionally need to be admitted to the college.
